Why are only some people arrested for driving with a suspended license while others are only summonsed?

Jim I asked the Chief this question during last week's live chat. He replied that an officer has the discretion on whether to make an arrest during a traffic stop, and that a habitual offender is very likely to be arrested while those who may have accidentally forgot to renew their registration would be more likely to get a summons.
